Until that point, a project is a working hypothesis. Drill results identify mineralized zones, but tonnage and grade remain undefined, and there is no agreed picture of how far the deposit extends. A NI 43-101-compliant MRE changes that.

In the rare earth elements (REE) sector, this step matters more than in most commodity classes. The EU’s Critical Raw Materials Act, passed in 2024, and parallel North American policy efforts have put real pressure on companies to build non-Chinese supply chains. An Ontario-based junior explorer recently commissioned an independent engineering firm to prepare both a first MRE and a Preliminary Economic Assessment (PEA). That combination matters because the project now exists in a form that outside parties can actually evaluate — banks, larger mining companies, government bodies.

NI 43-101 and what it actually requires

National Instrument 43-101 is the regulatory framework established by the Canadian Securities Administrators that governs how mineral companies may publicly report on their projects. Every published resource or reserve estimate must be prepared and signed off by an independent, accredited professional — the „Qualified Person“ or QP.

One mistake trips up beginners time and again: resources are not reserves. The two terms are technically distinct and must not be used interchangeably.

Important: A resource describes a geologically documented mineralization with a realistic prospect of extraction, divided into Inferred, Indicated, and Measured categories. A reserve is a technically and economically demonstrated, mineable quantity — a significantly higher bar. Confusing the two is like comparing apples to oranges.

Getting from drill results to a first MRE takes real work. An engineering firm processes all available drill data, applies statistical interpolation methods such as kriging or inverse distance weighting, and models the deposit geometry in three dimensions. The output is an estimate with defined confidence categories and a stated margin of error that must be disclosed publicly.

Why rare earth projects demand closer reading

Rare earth metals are chemically awkward. The 17 elements in the REE group behave similarly within host rock and must be separated through elaborate hydrometallurgical and solvent extraction processes. For investors, this creates a specific problem: total tonnes and total grade tell you surprisingly little. What actually drives value is how much of the deposit consists of Heavy Rare Earth Elements (HREE) — dysprosium, terbium and the like — versus Light Rare Earth Elements (LREE) such as cerium or lanthanum. HREEs are scarcer and fetch higher prices; LREEs are abundant, and the market prices that in.

A first MRE makes the composition visible. Beyond tonnage and grade, it shows the so-called basket — the ratio of individual rare earth elements to one another. Without that breakdown, any project valuation is guesswork.

In gold exploration, grams per tonne is often enough to build a rough valuation model. In REE, a full elemental analysis has to come first before any economic assessment means anything. That is one reason a first MRE is harder to produce in this sector than in most others.

What a PEA adds — and where it stops

A Preliminary Economic Assessment (PEA) is often commissioned alongside the MRE. It is an initial economic study built on the resource estimate, providing broad projections on capital costs, operating costs, potential mining methods, and a rough read on economic viability under stated metal price assumptions.

Because a PEA draws on Inferred and Indicated resources, it carries real uncertainty. It is not a construction decision. What it does provide is a documented, quantified basis for conversations with potential partners — larger mining companies, government buyers — that simply did not exist before the document was published.

Project Stage

Document

Data Basis

Exploration

Drill results / Assays

Individual intercepts, no estimate

Resource definition

MRE (NI 43-101)

Inferred / Indicated / Measured

Initial economics

PEA

Primarily Inferred + Indicated

Feasibility

PFS / FS

Indicated / Measured → Probable / Proven Reserves

Commissioning an independent engineering firm signals that a company is moving beyond pure exploration and building a project structure with enough definition for outside parties to work with.

What investors can read into this milestone

When a small-cap REE explorer publishes a first MRE, a few things become clear. Enough drill data exists to support statistical modeling — which is not a given at this stage. The concurrent commissioning of a PEA suggests management has commercial intent, not just a growing pile of drill results.

There is also a supply-chain dimension worth noting. REE projects in stable jurisdictions like Canada have picked up real policy support, both through the EU’s Critical Raw Materials Act and through North American trade arrangements aimed at reducing dependence on Chinese rare earth processing. A certified resource in Ontario carries weight in those conversations that a drill announcement alone does not.

A first MRE does not produce returns by itself. Whether the project has substance depends on the HREE content, the grade, how the resource breaks down across confidence categories, how the ore behaves in metallurgical testing, and whether the company has enough capital to take the next steps. Investors who understand the difference between a resource and a reserve — and between an HREE-rich basket and a lanthanum-heavy one — will read the actual filing rather than the press release.

Key terms at a glance

NI 43-101

National Instrument 43-101: The Canadian regulatory standard governing public disclosure of mineral resources and reserves.
