The board makes a binding commitment to spend hundreds of millions of dollars building a mine. For junior explorers that may employ only a few dozen people and generate no operating revenue, this is anything but a formality. It eliminates certain risks while creating new ones.

A copper junior listed on the ASX made the FID for its Northern Territory project in mid-2025, which provides a concrete occasion to look at this mechanism more closely. Such decisions are rare in the small-cap space. They are instructive not because the outcome is already settled, but because they reveal what hurdles a project must clear before construction can begin.

What has to happen before a FID

A final investment decision is the result of a years-long process. A resource estimate comes first: a mineral resource must be defined under recognized standards, in Australia under the JORC Code, in Canada under NI 43-101. A distinction is drawn between Inferred Resources (low confidence), Indicated Resources (moderate confidence), and Measured Resources (high confidence). Only from the last category can Reserves be derived, the legally and technically substantiated figure that banks require before making a lending decision.

Feasibility studies must demonstrate economic viability, but an early scoping study is not sufficient. What lenders require is a Bankable Feasibility Study (BFS): a detailed document that models costs and revenues at a level that can withstand independent scrutiny. Once environmental and operating permits are in place and financing is secured, whether through equity, debt or streaming agreements, a board can take the FID.

The FID is therefore less a decision than a moment of confirmation: it signals that all material risks have been assessed and that the groundwork has been laid.

Important: A FID does not mean the project is risk-free. Construction cost overruns, technical difficulties, or a falling copper price can still significantly affect the timeline and economics even after the investment decision has been made.

How a junior’s risk profile changes after the FID

Before the FID, an explorer carries primarily geological risk: Has it found enough ore? Is the grade sufficient? Are the mining conditions workable? After the FID, other types of risk move to the foreground.

A reasonable analogy is building a house. Having plans drawn up carries manageable risk. But once construction begins, commodity prices for materials fluctuate, tradespeople become scarce, and unexpected ground conditions emerge. The same applies to mining projects, just on a far larger scale.

Risk type

Before FID

After FID

Geological risk

High

Low (largely known)

Permitting risk

Moderate

Largely eliminated

Construction cost risk

Theoretical

Acute and significant

Metal price risk

Moderate

High (capital already committed)

Operational risk

Irrelevant

Beginning to emerge

On the stock market, a recognizable pattern tends to follow FID announcements: a junior’s share price often rises in anticipation, as the market prices in a successful confirmation ahead of time. After the actual announcement, a pullback can follow. This is known as „Buy the Rumour, Sell the News“ and is common in commodity markets where catalysts are well-telegraphed.

Copper as context

The copper market is in a structurally tight position. Demand is growing across power grids and electric vehicles, while the global supply of new, high-grade deposits remains limited. Major producers are investing in expansions, but many upcoming production sources are still in development.

A project that reaches the FID tells the market that copper will actually come out of the ground there within a foreseeable timeframe. That puts it in a different category from an explorer still working to define a resource. For the Australian market, the Northern Territory is a relevant location: a politically stable jurisdiction with established mining legislation, and one that is drawing more attention as Western governments work to broaden supply chains for critical raw materials.

What the FID is worth as a valuation signal

The FID is not a guarantee of success, but it does function as a filter. External reviewers, banks, independent engineers, regulators, have all assessed the project and concluded it is technically and economically feasible. In a sector where many projects stall at early hurdles, that carries weight. Most exploration projects never get this far: the distance from a first resource estimate to a bankable study alone eliminates the majority of candidates, and construction on time and within budget is rarer still than project plans imply.

Key terms around the investment decision

FID (Final Investment Decision)

The binding decision by a company’s board to fully finance and execute a major project. It requires that feasibility studies, permits, and financing are all secured.

Bankable Feasibility Study (BFS)

A detailed economic viability study that meets the requirements of debt financiers. It forms the basis for project loans and is a prerequisite for the FID.

Mineral Reserves

The economically extractable portion of a mineral resource. They are classified as either Proven or Probable and must NOT be confused with the broader resource categories.

Mineral Resources

The geologically defined total quantity of a mineral within a deposit, subdivided into Inferred, Indicated, and Measured. Resources are less precise than reserves and do not yet incorporate an economic judgment.

JORC Code

The Australian standard for public reporting of mineral resources and reserves (Joint Ore Reserves Committee). It is the equivalent of Canada’s NI 43-101.

Buy the Rumour, Sell the News

A market phenomenon in which prices rise ahead of an anticipated positive announcement and fall once it is confirmed, because the expectation was already priced in.

Streaming Agreement

A financing model in which an investor provides upfront capital to a mine operator in exchange for the right to purchase a portion of future production at a predetermined price.

⚠️ Important notice: This article is for informational and educational purposes only.
